Declared counting-rule matrix, executed against corpus quran:hafs-kufan:v1. Full rules, counts, and sample locations: EXP-0009.

3 · Result

Tested in EXP-0009 with one pre-declared statistic: 20 of 29 initialed surahs sit above the non-initialed median for their own letters (one-tailed binomial p = 0.031). Qaf ranks at the 96th percentile in Surah 50 and Nun at the 94th in Surah 68 — the classically cited standouts hold. The five الر surahs rank LOW (12th-20th percentile), against the claim.

PARTIALLY_SUPPORTED — a modest global signal from a single pre-declared test, with named counterexamples; not corrected for the choice of statistic, stated as such.
